Why does the app ask about the condition of the walls?
Prep can be most of the job. The choices run from good — just needs the colour — to quite a lot of prep, with cracks, peeling or damp patches. A close photo of any damage shows the decorator what they're pricing.
Should I buy the paint?
Either way. Say in the notes whether you're supplying it and the colours you have in mind; the quote says whether paint is included.
Can I get kitchen cupboards painted rather than replaced?
Yes — choose Kitchen cupboard painting. Say what the doors are made of if you know, and add a photo.
Can decorators paint the outside of the house?
Choose Exterior painting and add a photo of the outside. If the render needs repairing first, that's a plasterer's job and can be posted separately.
Can I have the whole house done?
Choose The whole property when the app asks which areas. A decorator can quote it in stages — room by room, say — and you pay for and approve each stage in the app.
